{"id":58244,"date":"2024-01-30T17:36:47","date_gmt":"2024-01-30T09:36:47","guid":{"rendered":"https:\/\/chinamediaproject.org\/?p=58244"},"modified":"2024-01-30T21:35:42","modified_gmt":"2024-01-30T13:35:42","slug":"what-does-the-party-stand-to-gain-from-ai","status":"publish","type":"post","link":"https:\/\/chinamediaproject.org\/2024\/01\/30\/what-does-the-party-stand-to-gain-from-ai\/","title":{"rendered":"What Does the Party Stand to Gain from AI?"},"content":{"rendered":"\n<p>Since ChatGPT was unveiled to the world just over two years ago, prompting what some have <a href=\"https:\/\/www.ft.com\/content\/a4f6c01e-403f-4d43-9c6a-713d49771a4d\">called <\/a>an &#8220;artificial intelligence revolution,\u201d China has been playing catch-up. But when it comes to applying AI to super-fuel the media control and propaganda objectives of the government, both at home and overseas, China may be ahead of the game \u2014 even if the results so far are mixed.<\/p>\n\n\n\n<p>For a closer look at China\u2019s plans for AI-driven propaganda and messaging, we spent a bit of time with Zhongke Wenge (\u4e2d\u79d1\u95fb\u6b4c), a company <a href=\"https:\/\/caijing.chinadaily.com.cn\/a\/202310\/18\/WS652f7fdca310d5acd876a905.html\">touted<\/a> in <em>China Daily<\/em> as having \u201cestablished a panoramic international communication\u201d system, integrating AI-based news gathering, content production, editing, and impact analysis. Zhongke Wenge is one of a growing number of companies in China offering AI-based communication services to answer the call of the Chinese Communist Party (CCP). <\/p>\n\n\n\n<p>Back in 2018, President Xi Jinping <a href=\"https:\/\/www.gov.cn\/xinwen\/2018-10\/31\/content_5336251.htm\">identified <\/a>it as a \u201cnecessary\u201d mission for the CCP \u201cto develop artificial intelligence systems suitable for government services.\u201d Two years later, a set of <a href=\"https:\/\/www.gov.cn\/zhengce\/2020-09\/26\/content_5547310.htm\">opinions<\/a> from the Party\u2019s Central Committee urged media specifically to use AI to improve the quality of their content, innovate new ways to tell the news, and integrate the Party\u2019s messaging into both domestic and international outlets. Last year, CCP mouthpiece <em>People\u2019s Daily<\/em> <a href=\"http:\/\/theory.people.com.cn\/BIG5\/n1\/2023\/1103\/c40531-40109350.html\">highlighted<\/a> how AI can use big data to generate images, text, and in-depth analysis \u201cin seconds,\u201d and this month <a href=\"http:\/\/theory.people.com.cn\/n1\/2024\/0123\/c40531-40164602.html?\">urged<\/a> the development of \u201cAI-aided translation software\u201d to assist with outreach overseas.<\/p>\n\n\n\n<p>Established by three researchers from the Chinese Academy of Sciences and chaired by a member of the National Development and Reform Commission, Zhongke Wenge is turning this call into an enviable revenue stream. As of August 2023, it <a href=\"https:\/\/www.sohu.com\/a\/718918495_121687414\">claimed<\/a> total assets worth 1 billion RMB ($140 million), with an array of shareholders including state-owned <a href=\"http:\/\/www.ciifund.cn\/\">funds<\/a> and enterprises.<\/p>\n\n\n\n<p>What exactly can Zhongke Wenge do, and what are its limitations?<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Using AI to \u201cTell China\u2019s Story Well\u201d<\/h3>\n\n\n\n<p>The company <a href=\"https:\/\/www.wenge.com\/aboutnew\/index.html\">says<\/a> it offers \u201clong-term services\u201d to the Central Propaganda Department, the Ministry of Public Security, CCTV, Xinhua, and <em>People\u2019s Daily<\/em>. Chinese media have <a href=\"https:\/\/36kr.com\/p\/1721872203777\">noted<\/a> that it offers \u201ctechnical services\u201d such as \u201cdata analysis and modeling of countries along the Belt and Road\u201d and has provided \u201cminority language modeling\u201d and \u201cexternal publicity modeling\u201d for the Ministry of Foreign Affairs, <em>China Daily<\/em>, and Hong Kong\u2019s CCP-backed Ta Kung Wen Wei Media Group. It <a href=\"https:\/\/www.wenge.com\/case_new\/details_500_4246.html\">claims<\/a> its tools to \u201cassist content creation\u201d have shortened production times at news companies by 15 percent, while its \u201cassisted decision-making\u201d tools allow platforms to gauge how their stories are being received, both at home and abroad.<\/p>\n\n\n\n<p>Zhongke Wenge also <a href=\"https:\/\/archive.ph\/dGmt7\">claims<\/a> its multi-lingual monitoring system caters to government and state media that face \u201cdifficulty [in] guiding international public opinion.\u201d It does this by harvesting information from both domestic and international media, as well as prominent individuals, in 42 different languages. This allows the \u201ctimely warning of China-related public opinion\u201d and recommendations on how to \u201ctell China\u2019s story well.\u201d<\/p>\n\n\n\n<p><em>People\u2019s Daily<\/em> has collaborated with Zhongke Wenge to create a \u201cPeople\u2019s Public Opinion Cloud\u201d that the newspaper <a href=\"https:\/\/www.peopleyun.cn\/Public-opinion-cloud\">claims<\/a> has been used by local police to help them quickly spot \u201csensitive data\u201d and trace its origins, while provincial media have used it to spot news leads. Zhongke have also teamed up with Xinhua to create a \u201cNews Statistics Monitor\u201d <a href=\"https:\/\/www.wenge.com\/content\/details_53_1905.html\">showing<\/a> how often a certain article has been published domestically and abroad, how often it is liked on WeChat, and how many times the article was \u201ccommented on\u201d online. After we input a text prompt in Chinese to their \u201cshort video copywriter,\u201d we got a full script about the electric car industry in the inland megacity Chongqing, complete with suggested camera shots. The site also offers AI anchors, who will read out (in a selection of different voices and with a variety of different gestures) whatever you type. China Media Project took the system for a test drive, producing this video in under 15 minutes:<\/p>\n\n\n\n<figure class=\"wp-block-video\"><video height=\"1080\" style=\"aspect-ratio: 1920 \/ 1080;\" width=\"1920\" controls src=\"https:\/\/chinamediaproject.org\/wp-content\/uploads\/2024\/01\/AI-final.mp4\"><\/video><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\">Quantity Over Quality<\/h3>\n\n\n\n<p>One of Zhongke\u2019s listed clients is iChongqing, part of the city\u2019s <a href=\"https:\/\/chinamediaproject.org\/2023\/11\/02\/desert-power-discourse-power\/\">international communications center<\/a> (ICC). These centers, which respond to instructions issued by Xi Jinping in August 2018, are central to China\u2019s latest efforts to restructure its external propaganda apparatus. According to our research at CMP, at least 20 ICCs have opened in various provinces and other jurisdictions in China since 2022. iChongqing\u2019s AI anchors now front the outlet\u2019s anti-US explainer videos on their app \u201cBridging News\u201d (which, at the time of writing, has been downloaded over 100,000 times on Google Play).<\/p>\n\n\n\n<p>Zhongke Wenge\u2019s unsettling AI anchors are a testament to the difficulty of manufacturing creativity, innovation, and \u201c<a href=\"https:\/\/chinamediaproject.org\/the_ccp_dictionary\/chinese-discourse-and-narrative-system\/\">lovable<\/a>\u201d messages by machine. Ultimately, its products are more useful in turning the propaganda mill up a notch, pumping up the sheer quantity of positive messaging, and in giving crucial feedback to create more targeted messaging that is more likely to win hearts and minds abroad.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><div class=\"container-image-overlay\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"553\" src=\"https:\/\/chinamediaproject.org\/wp-content\/uploads\/2024\/01\/bridgingnews-1-1024x553.jpg\" alt=\"\" class=\"wp-image-58269\" srcset=\"https:\/\/chinamediaproject.org\/wp-content\/uploads\/2024\/01\/bridgingnews-1-1024x553.jpg 1024w, https:\/\/chinamediaproject.org\/wp-content\/uploads\/2024\/01\/bridgingnews-1-300x162.jpg 300w, https:\/\/chinamediaproject.org\/wp-content\/uploads\/2024\/01\/bridgingnews-1-768x414.jpg 768w, https:\/\/chinamediaproject.org\/wp-content\/uploads\/2024\/01\/bridgingnews-1.jpg 1323w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/div><figcaption>CMP tracked down one particular AI anchor, on iChongqing\u2019s app Bridging News, to Zhongke Wenge\u2019s website.<\/figcaption><\/figure>\n\n\n\n<p>And this is just one company. Separate investigations in January into video content <a href=\"https:\/\/www.cna.com.tw\/news\/aopl\/202401290013.aspx\">in French<\/a>, and <a href=\"https:\/\/foreignpolicy.com\/2024\/01\/23\/taiwan-election-china-disinformation-influence-interference\/\">in Chinese<\/a> ahead of the Taiwanese elections found a trove of videos posted on Western social media that used AI-generated voices and anchors to spread pro-China and anti-US disinformation in a way designed to sway public opinion. <a href=\"https:\/\/twitter.com\/wearytolove\/status\/1744412774103663056\">At least 100 videos<\/a> using AI-generated content appeared on YouTube about \u201cThe Secret History of Tsai Ying-wen\u201d (\u8521\u82f1\u6587\u79d8\u53f2), a 300-page book filled with disinformation about the Taiwanese president\u2019s personal life. Some of these videos were being shared <a href=\"https:\/\/www.taipeitimes.com\/News\/front\/archives\/2024\/01\/11\/2003811930\">100 times a minute<\/a>.<\/p>\n\n\n\n<p>While these investigations have not directly implicated Zhongke, its content-creation software does present a double threat: It is both highly accessible \u2014 freely available for any WeChat users to create and share videos \u2014 and difficult to trace, since videos do not include any markers. These features make it a valuable tool not just for state-level actors but also for individual internet users looking to smear China\u2019s perceived enemies and further muddy the waters of online discourse, where the line between what is and is not real continues to dissolve.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>With the help of AI, CCP propaganda is becoming more targeted, accessible, and quickly made than ever before.
