{"id":51162,"date":"2022-05-13T10:58:20","date_gmt":"2022-05-13T08:58:20","guid":{"rendered":"https:\/\/chinamediaproject.org\/?p=51162"},"modified":"2022-05-13T11:23:45","modified_gmt":"2022-05-13T09:23:45","slug":"taking-tedros-at-his-word","status":"publish","type":"post","link":"https:\/\/chinamediaproject.org\/2022\/05\/13\/taking-tedros-at-his-word\/","title":{"rendered":"Taking Tedros at His Word"},"content":{"rendered":"\n<p>As festivities for the Beijing Winter Olympics kicked off earlier this year, the WHO\u2019s director general, Dr Tedros Adhanom Ghebreyesus, was the toast of the town in China\u2019s capital. On February 5, the day after attending the opening ceremony of the Games with other foreign dignitaries, he was formally welcomed by Premier Li Keqiang at <a href=\"https:\/\/www.chinadyt.com\/en\/about.html#aboutHistory\">the Diaoyutai State Guesthouse<\/a>. The next day he met with China\u2019s foreign minister, Wang Yi (\u738b\u6bc5), and the official <em>People\u2019s Daily<\/em> quoted him as having praised the sporting event for \u201cbringing unity, peace and hope to the world under the pandemic,&#8221; and for \u201chelping everyone get through these difficult times.\u201d<\/p>\n\n\n\n<p>Three months later, Tedros is out in the cold. At a <a href=\"https:\/\/www.who.int\/multi-media\/details\/who-press-conference-on-covid-19--ukraine-and-other-global-health-issues---10-may-2022\">WHO press briefing<\/a> on Tuesday, just five days after Xi Jinping signaled the leadership\u2019s adamant resistance to any change in China\u2019s Covid policy, the health official urged China to reconsider. \u201cWhen we talk about the zero COVID strategy, we don\u2019t think that it is sustainable considering the behavior of the virus now and what we anticipate in the future, and especially when we have now a good knowledge, understanding of the virus,\u201d he said. \u201cWhen we have good tools to use, transiting into another strategy will be very important.\u201d<\/p>\n\n\n\n<p>Tedros\u2019 remarks were <a href=\"Freedom%20of%20the%20Park\">swiftly censored<\/a> on Chinese social media, and state media have steered clear of the story. A search for coverage of \u201cTedros\u201d (\u8c2d\u5fb7\u585e) in a database of more than 300 mainland Chinese newspapers from May 10 to May 13 returns just one report from the <em>Global Times<\/em> newspaper, printed on page three of yesterday\u2019s edition. The story, \u201cForeign Ministry Responds to Tedros\u2019 Views\u201d (<a href=\"http:\/\/mil.news.sina.com.cn\/2022-05-11\/doc-imcwiwst6858790.shtml\">\u5916\u4ea4\u90e8\u56de\u5e94\u8c2d\u5fb7\u585e\u770b\u6cd5<\/a>), which first appeared online on May 11, is a simple reporting of a <a href=\"https:\/\/www.fmprc.gov.cn\/eng\/xwfw_665399\/s2510_665401\/202205\/t20220511_10684604.html\">statement that day<\/a> by Foreign Ministry Spokesman Zhao Lijian (\u8d75\u7acb\u575a), who emphasized the efficiency of China\u2019s \u201csurgical lockdown\u201d and suggested that criticisms of its policy were \u201cirresponsible.\u201d<\/p>\n\n\n\n<p>The only other report on Tedros from China\u2019s state media is an <a href=\"http:\/\/news.hnr.cn\/shxw\/article\/1\/1524687440228122626?source=mobile\">online story<\/a> from the <em>Global Times<\/em> alleging that foreign media, including Reuters, willfully took the remarks of WHO officials out of context this week. The story suggests that another WHO expert expressed sympathy during the press briefing with China\u2019s \u201czero Covid\u201d policy given its immense population. In fact, no such language appears in the <a href=\"https:\/\/www.who.int\/docs\/default-source\/coronaviruse\/covid-19-ukraine-and-other-health-issues-with-dr-tedros-10may2022.pdf?sfvrsn=e9968f1e_3\">official WHO transcript<\/a> \u2013 though Mike Ryan, executive director of the WHO\u2019s Health Emergencies Program, did follow on Tedros\u2019 remarks by saying that all government efforts to fight Covid-19 \u201cshould show due respect to individual and human rights.\u201d<\/p>\n\n\n\n<p>There has been no mention of Tedros in the past week by the official Xinhua News Agency, according to <a href=\"https:\/\/www.google.com\/search?as_q=%E8%B0%AD%E5%BE%B7%E5%A1%9E&amp;as_epq=&amp;as_oq=&amp;as_eq=&amp;as_nlo=&amp;as_nhi=&amp;lr=&amp;cr=&amp;as_qdr=w&amp;as_sitesearch=http%3A%2F%2Fwww.xinhuanet.com%2F&amp;as_occt=any&amp;safe=images&amp;as_filetype=&amp;tbs=\">a search<\/a> of the agency\u2019s website. Searches on Weibo now turn up just <a href=\"https:\/\/s.weibo.com\/weibo?q=%E8%B0%AD%E5%BE%B7%E5%A1%9E\">a smattering<\/a> of private posts, but nothing from the official accounts of Chinese state media.<\/p>\n\n\n\n<p>It is a revealing change of fortune for a public figure who over the past two years has been touted again and again by state outlets to support China\u2019s Covid policies. Tedros, now voicing mild and constructive criticism of China\u2019s policies, can no longer be taken at his word.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Cherry-Picking Positivity<\/h4>\n\n\n\n<p>On May 6, the day after the meeting of the Politburo Standing Committee at which Xi Jinping signaled his resolve in sticking to \u201czero Covid,\u201d Tedros was quoted repeatedly in the official <em>People\u2019s Daily<\/em> newspaper. An \u201c<a href=\"https:\/\/news.cctv.com\/2022\/05\/06\/ARTIiSadSBxZZrHigaJBa61W220506.shtml\">International Viewpoint<\/a>\u201d column called \u201cContinuously Monitoring the Virus, Strengthening Prevention and Control&#8221; quoted Tedros calling on all countries to continue monitoring of Covid-19 and \u201cnot to turn a blind eye in the face of a deadly virus.\u201d Here was the world\u2019s top health official seeming to echo Xi\u2019s resolve.<\/p>\n\n\n\n<p>Tedros\u2019 words conveyed a sense of uncertainty that seemed to justify persistence &#8212; now a <a href=\"https:\/\/chinamediaproject.org\/2022\/05\/05\/persistence-is-victory\/\">favored buzzword<\/a> &#8212; in dealing with Covid-19. &#8220;The threat of virus variants is very real. It remains unclear what the long-term impact of Covid infection will be,\u201d the <em>People\u2019s Daily<\/em> quoted the director-general as saying.<\/p>\n\n\n\n<p>Dialing back to April, as Shanghai residents struggled, <a href=\"https:\/\/www.lemonde.fr\/en\/environment\/article\/2022\/04\/19\/in-shanghai-anger-and-resistance-are-growing-against-severe-lockdowns_5981000_114.html\">often angrily<\/a>, with the effects of stringent lockdown policies, Tedros\u2019 words again cautioned vigilance. A report in the <em>People\u2019s Daily<\/em> read: \u201cCountries are reporting fewer deaths, but the Covid pandemic is far from over, said WHO Director-General Tedros at a recent briefing.\u201d<\/p>\n\n\n\n<p>Throughout 2021, as through much of the global pandemic, Chinese state media eagerly quoted Tedros as they touted the country\u2019s achievements and window-dressed its claims to systemic superiority.<\/p>\n\n\n\n<p>In an article on January 9, 2021, the <em>People\u2019s Daily<\/em> looked back on 2020 and argued for the superiority of the Chinese political system in facing the immense challenge of the pandemic. &#8220;One important aspect of measuring the success and superiority of a country&#8217;s system is its ability to call on all sides and organize all parties to respond together in the face of major risks and challenges,\u201d the paper said.<\/p>\n\n\n\n<p>Immediately after came a sprinkling of remarks from foreigners, a staple of propaganda reports in the Party-state media. First up was Tedros:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>Tedros, director-general of the World Health Organization, exclaimed: &#8216;Never in my life have I seen such mobilization!&#8217; A foreign scholar remarked: &#8216;The strategic, holistic, forward-looking nature of the Chinese system and its ability to mobilize national resources is unmatched by any other system.&#8217;<\/p><\/blockquote>\n\n\n\n<p>How many doctoral theses could be written on the deep ambivalence the Chinese Party-state media system has toward the foreign voice?<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><div class=\"container-image-overlay\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/chinamediaproject.org\/wp-content\/uploads\/2022\/05\/Spanish-ambassador.jpg\" alt=\"\" class=\"wp-image-51164\" width=\"522\" height=\"582\" srcset=\"https:\/\/chinamediaproject.org\/wp-content\/uploads\/2022\/05\/Spanish-ambassador.jpg 474w, https:\/\/chinamediaproject.org\/wp-content\/uploads\/2022\/05\/Spanish-ambassador-269x300.jpg 269w\" sizes=\"(max-width: 522px) 100vw, 522px\" \/><\/div><figcaption>Spanish Ambassador to China Alberto Carnero Fern\u00e1ndez is asked the loaded question in 2018: \u201cWhat positive impacts has the Belt and Road Initiative had on the countries involved?\u201d <\/figcaption><\/figure><\/div>\n\n\n\n<p>On the one hand, the foreign voice is the truly authoritative voice, giving credibility to the claims of those in power. If Tedros speaks the Party\u2019s convictions, then they must be legitimate. If <a href=\"https:\/\/chinamediaproject.org\/2022\/03\/10\/western-surveys-for-chinese-democracy\/\">a Western survey<\/a> says Chinese people are happy their government, this must be demonstrably true. Behind this odd complex is the unfortunate fact that China has few truly credible voices \u2013 for the simple reason that its journalists and intellectuals cannot speak their minds. Propaganda reports brim with cherry-picked quotes from opposition politicians in Europe, \u201cforeign scholars\u201d and self-proclaimed experts of such dubious origin that their ideas can <em><strong>only<\/strong><\/em> be found in <em>China Daily<\/em> or on CGTN, or <a href=\"https:\/\/chinamediaproject.org\/2022\/03\/16\/tricks-of-the-external-propaganda-trade\/\">unwitting diplomats<\/a> or other figures, like Tedros, whose odd remark can be plucked out of context like a bright piece of pro-China confetti. <\/p>\n\n\n\n<p>The Party <a href=\"https:\/\/www.chinadaily.com.cn\/a\/202103\/07\/WS60449ce9a31024ad0baad662.html\">still dreams<\/a> of Edgar Snow.<\/p>\n\n\n\n<p>On the other hand, the foreign voice is fundamentally illegitimate. It cannot understand China, which is too large and complex, subject to its own mysterious \u201cnational circumstances.\u201d The foreign voice is biased and selective, one more brick in an unbroken wall of foreign conspiracy to \u201cblacken China\u201d and \u201cdemonize\u201d its government. In its most recent criticism of \u201cforeign media\u201d (\u5916\u5a92), the <em>Global Times<\/em> \u2013 which, mind you, would gladly quote <em>The New York Times<\/em> to sharpen the blade of an invective \u2013 had to claim that the WHO press briefing was \u201ctaken out of context\u201d (\u65ad\u7ae0\u53d6\u4e49).<\/p>\n\n\n\n<p>Commenting under <a href=\"https:\/\/weibo.com\/1572619174\/Lsz3XypaT?refer_flag=1001030103_\">one of the handful of posts<\/a> on Tedros\u2019 comments to circulate on Weibo, one user expressed the ambivalence this way: \u201cThose who have had their cities sealed off think that Tedros is being too polite, while those whose cities have not been sealed off think Tedros is meddling in [China&#8217;s] internal affairs. Actually, Chinese people don&#8217;t truly love Chinese people. They simply express their patriotism from the standpoint of the rulers. As soon as they see criticism from outsiders, they immediately react, regardless of whether they are right or wrong.&#8221;<\/p>\n\n\n\n<p>Whatever the roots of this ambivalence, Tedros has spoken his mind.
