{"id":50911,"date":"2022-04-26T05:57:19","date_gmt":"2022-04-26T03:57:19","guid":{"rendered":"https:\/\/chinamediaproject.org\/?p=50911"},"modified":"2022-04-26T06:37:44","modified_gmt":"2022-04-26T04:37:44","slug":"convergence-at-the-grassroots","status":"publish","type":"post","link":"https:\/\/chinamediaproject.org\/2022\/04\/26\/convergence-at-the-grassroots\/","title":{"rendered":"Convergence at the Grassroots"},"content":{"rendered":"\n<p>Tucked away in south-central Gansu province, rural Zhang County (\u6f33\u53bf) could scarcely be more remote from China\u2019s media centers in Beijing, Shanghai and Guangzhou. The only claim to fame in the thinly populated county, which has been designated as a priority area for poverty alleviation, is to have been called the country\u2019s \u201c<a href=\"https:\/\/www.sohu.com\/a\/362424648_120046689\">home of the fava bean<\/a>\u201d (\u4e2d\u56fd\u8695\u8c46\u4e4b\u4e61).<\/p>\n\n\n\n<p>But Zhang County is nonetheless an important piece in the national puzzle of \u201cmedia convergence,\u201d or <em>rongmeiti<\/em> (\u878d\u5a92\u4f53), a process by which the Chinese Communist Party aims to consolidate its hold on information throughout society.<\/p>\n\n\n\n<p>Earlier this month, the official publication of the All-China Journalists Association (ACJA), the government-led official organization for media workers in the country, <a href=\"http:\/\/www.zgjx.cn\/2022-04\/20\/c_1310565779.htm\">profiled efforts in Zhang County<\/a> to build a \u201ccounty-level media convergence center\u201d (\u53bf\u7ea7\u878d\u5a92\u4f53\u4e2d\u5fc3), which it said would lend \u201cstrong public opinion support\u201d to economic initiatives in the area and &#8220;effectively enhance the focus in <strong>guiding<\/strong> and serving the masses&#8221; \u2013 this second objective a clear <a href=\"https:\/\/chinamediaproject.org\/the_ccp_dictionary\/guidance-of-public-opinion\/\">nod to the policy<\/a> of media control to maintain social and political stability.<\/p>\n\n\n\n<p>A search for the keyword \u201ccounty-level media convergence center\u201d turns up tens of thousands of results in recent years, from both Party-run media and government agencies, with headlines like: \u201c<a href=\"https:\/\/news.gmw.cn\/2021-11\/30\/content_35346743.htm\">Building and Properly Using County-Level Media Convergence Centers<\/a>.\u201d How did these centers originate, and what are they all about? &nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Old Priorities, New Technologies<\/strong><\/h4>\n\n\n\n<p>The CCP has long prioritized what it calls \u201cpropaganda and ideological work\u201d (\u5ba3\u4f20\u601d\u60f3\u5de5\u4f5c), which is essentially about <a href=\"http:\/\/dangjian.people.com.cn\/n1\/2021\/0104\/c117092-31987907.html\">the Party\u2019s dominance of media and culture<\/a> as a means of ensuring that its values and priorities remain central in the lives of people at all levels of society. Since the 18th National Congress of the CCP in 2012, Xi Jinping has made many statements intended to direct the work of the press and the public opinion field more broadly. Since Xi\u2019s first Work Conference on Propaganda and Ideology, held on August 19, 2013, media convergence has been an important component of the Party\u2019s long-term media strategy, resulting in the introduction one year later of <em>Guidance on the Promotion and Development of the Integration of Traditional Media and Emerging Media<\/em> (<a href=\"http:\/\/www.cac.gov.cn\/2018-12\/26\/c_1123904800.htm\">\u5173\u4e8e\u63a8\u52a8\u4f20\u7edf\u5a92\u4f53\u4e0e\u65b0\u5174\u5a92\u4f53\u878d\u5408\u53d1\u5c55\u7684\u6307\u5bfc\u610f\u89c1<\/a>).<\/p>\n\n\n\n<p>That formative document dealt chiefly with <a href=\"http:\/\/www.cac.gov.cn\/2018-12\/26\/c_1123904800.htm\">two aspects<\/a>. The first was Xi&#8217;s insistence that traditional media and &#8220;emerging media&#8221; (digital platforms, video streaming et al) &#8220;develop as one&#8221; (\u4e00\u4f53\u53d1\u5c55). This was largely meant to ensure that Party-run media, which played a key role in &#8220;public opinion guidance,&#8221; setting the tone for media coverage favorable to the CCP, could modernize and not be left behind, which might imperil the Party\u2019s agenda. Secondly, it was about moving converged media under the Party\u2019s leadership to a more user-centered frame of thinking, recognizing that effective propaganda, and effective \u201cguidance,\u201d could only happen if new platforms could effectively &#8220;follow the laws of news dissemination and the development principles of emerging media.&#8221;<\/p>\n\n\n\n<p>These principles were linked quite early on to Xi\u2019s vision of strengthening China\u2019s \u201cinternational discourse power\u201d (\u56fd\u9645\u8bdd\u8bed\u6743), transforming the global \u201cdiscourse system\u201d (\u8bdd\u8bed\u4f53\u7cfb) and \u201ctelling China\u2019s story well\u201d (\u8bb2\u597d\u4e2d\u56fd\u6545\u4e8b). How could China speak loudly and with confidence in the 21<sup>st<\/sup> century if it did not do so through attractive and interactive platforms?<\/p>\n\n\n\n<p>In the digital age, therefore, the task of \u201cpropaganda and ideological work\u201d has become far more complex for the CCP, in the same way that media development generally has diversified and been innovated. Under the precondition of Party control of public opinion, the process of \u201cmedia convergence\u201d \u2013 which in other environments globally refers simply to the merging of different types of traditional mass media with the internet and interactive digital technologies \u2013 has become an important means by which the leadership asserts control over the creation and flow of information.<\/p>\n\n\n\n<p>In 2014, <a href=\"https:\/\/about.gmw.cn\/2014-11\/03\/content_13740461.htm\">He Dongping<\/a> (\u4f55\u4e1c\u5e73), the editor-in-chief of <em>Guangming Daily,<\/em> a paper published by the CCP\u2019s Central Propaganda Department, wrote a commentary in which he outlined the concept of \u201cintegration,\u201d or media convergence, as he announced the formation at his paper of a \u201cmedia convergence center.\u201d<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><div class=\"container-image-overlay\"><img decoding=\"async\" src=\"https:\/\/chinamediaproject.org\/wp-content\/uploads\/2022\/04\/Guangming-on-Ronghe-729x1024.jpg\" alt=\"\" class=\"wp-image-50913\" width=\"-36\" height=\"-50\" srcset=\"https:\/\/chinamediaproject.org\/wp-content\/uploads\/2022\/04\/Guangming-on-Ronghe-729x1024.jpg 729w, https:\/\/chinamediaproject.org\/wp-content\/uploads\/2022\/04\/Guangming-on-Ronghe-213x300.jpg 213w, https:\/\/chinamediaproject.org\/wp-content\/uploads\/2022\/04\/Guangming-on-Ronghe-768x1079.jpg 768w, https:\/\/chinamediaproject.org\/wp-content\/uploads\/2022\/04\/Guangming-on-Ronghe.jpg 844w\" sizes=\"(max-width: 729px) 100vw, 729px\" \/><\/div><figcaption><em>Guangming Daily<\/em> coverage in 2014 of the set-up of its own &#8220;media convergence center.&#8221;<\/figcaption><\/figure><\/div>\n\n\n\n<p>He Dongping explained that convergence focused on integrating the content resources, editorial resources, distribution, product forms, communication channels, technical solutions and marketing strategies used by traditional media and new media in close collaboration \u2013 creating what he called a \u201cunified platform for media content creation.\u201d<\/p>\n\n\n\n<p>Neatly contained within this new vision of the newsroom was the old idea of CCP-run media, like <em>Guangming Daily<\/em>, as the vanguard of \u201cpublic opinion guidance,\u201d ensuring that audiences (and the Party\u2019s agenda) did not become lost in the chaotic world of digital information. \u201cFacing a massive amount of new media information, readers can easily get lost in it, and the popularity of social media and apps has particularly aggravated this trend,\u201d the editor wrote. \u201cThe converged media newspaper will be the navigator in the midst of the vastness of online information, providing the audience with a reading guide of the most important, essential and trustworthy [content].\u201d<\/p>\n\n\n\n<p>The Party and its re-made media structure were to play a crucial role in \u201cnavigating\u201d (\u5bfc\u822a) through China\u2019s digital transformation. \u00a0The challenge, then, was to consolidate the Party\u2019s leadership of this transformation at all levels.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Localizing Convergence<\/strong><\/h4>\n\n\n\n<p>During a meeting on propaganda and ideology <a href=\"http:\/\/www.gov.cn\/xinwen\/2018-08\/22\/content_5315723.htm\">in August 2018<\/a>, five years after his crucial first meeting, Xi Jinping included \u201cthe construction of county-level media convergence centers\u201d (\u53bf\u7ea7\u878d\u5a92\u4f53\u4e2d\u5fc3\u5efa\u8bbe) in his proposal for the re-making of \u201cpropaganda and ideology work under the new situation,\u201d this being a reference to digital transformation as well as wider geopolitical change. According to the read-out from the official Xinhua News Agency, Xi said \u201cthe government needs to solidly conduct the construction of county-level media convergence centers in order to better guide the masses and serve the masses.\u201d<\/p>\n\n\n\n<p>In fact, the construction of county-level media convergence centers had already begun across the country. In a report weeks ahead of the 2018 meeting on propaganda and ideology, the \u201c<a href=\"https:\/\/mp.weixin.qq.com\/s\/uKwcSIFXLgPPT9GfhAQeaQ\">National Broadcasting Think Tank<\/a>\u201d (\u56fd\u5bb6\u5e7f\u7535\u667a\u5e93), a WeChat public account under the National Radio and Television Administration, reported that broadcasting stations at the county-level nationwide had begun building media convergence centers in order to &#8220;promptly convey the voice of the Party and the government, and effectively guide local public opinion.&#8221;<\/p>\n\n\n\n<p>The article showcased Pizhou (\u90b3\u5dde), a county-level city under the administration of Xuzhou (\u5f90\u5dde), a major city in northwestern Jiangsu province, as an example of how local state-owned television stations could make the transition to media convergence using integrated media platforms \u2013 everything from dedicated mobile apps, online communities and social media channels, to traditional print and broadcast media. All of these activities could be conducted through a core department known as the \u201cCentral Kitchen\u201d (\u4e2d\u592e\u53a8\u623f), where all interviews, video and audio recording, press releases and post-production could be integrated and distributed consistently.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><div class=\"container-image-overlay\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/chinamediaproject.org\/wp-content\/uploads\/2022\/04\/central-kitchen-Pizhou.jpg\" alt=\"\" class=\"wp-image-50914\" width=\"535\" height=\"587\" srcset=\"https:\/\/chinamediaproject.org\/wp-content\/uploads\/2022\/04\/central-kitchen-Pizhou.jpg 411w, https:\/\/chinamediaproject.org\/wp-content\/uploads\/2022\/04\/central-kitchen-Pizhou-273x300.jpg 273w\" sizes=\"(max-width: 535px) 100vw, 535px\" \/><\/div><figcaption>Flow chart of content operations under the \u201cmedia convergence\u201d model in Pizhou, Jiangsu province, with the \u201cCentral Kitchen\u201d as the core content production hub.<\/figcaption><\/figure><\/div>\n\n\n\n<p>In Pizhou, as in other counties across China, the \u201cCentral Kitchen\u201d approach means consolidating the voice of the Party, and by extension its leadership at the local, \u201cgrassroots\u201d (\u57fa\u5c42) level.<\/p>\n\n\n\n<p>In the recent news from Gansu\u2019s Zhang County, we can see the Party\u2019s media convergence strategy continuing to play out, ensuring \u2013 at least in principle \u2013 that the all-important process of \u201cpublic opinion guidance\u201d is not just a top-down mandate, but can be fostered from the ground up.<\/p>\n\n\n\n<p>Just like those fava beans.<\/p>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>As the Chinese Communist Party seeks to better \u201cguide the masses,\u201d directing the media they consume, media convergence has become a priority all the way down to the county level. <\/p>\n","protected":false},"author":21,"featured_media":50912,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"footnotes":""},"categories":[3],"tags":[],"class_list":["post-50911","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-tracking-control"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.4 -
