{"id":50609,"date":"2022-03-22T10:26:44","date_gmt":"2022-03-22T09:26:44","guid":{"rendered":"https:\/\/chinamediaproject.org\/?p=50609"},"modified":"2022-03-22T10:38:11","modified_gmt":"2022-03-22T09:38:11","slug":"telling-the-story-of-the-party-journalist","status":"publish","type":"post","link":"https:\/\/chinamediaproject.org\/2022\/03\/22\/telling-the-story-of-the-party-journalist\/","title":{"rendered":"Telling the Story of the CCP Journalist"},"content":{"rendered":"\n<p>Ever since Xi Jinping declared the principle of \u201c<a href=\"http:\/\/theory.people.com.cn\/n1\/2016\/0309\/c40531-28185505.html\">Party media surnamed Party<\/a>\u201d (\u515a\u5a92\u59d3\u515a) at a key meeting on press and public opinion in 2016, this concept has encompassed the idea that journalists working in China must remain loyal to the Chinese Communist Party (CCP), closely following its line and policies. More recently, official media and press authorities have tried to soften the sense of passive submission to the Party\u2019s will, emphasizing the personal convictions of media workers &#8212; and the sense of fulfillment that comes as loyalty pays off. <\/p>\n\n\n\n<p>One recent case in point is <a href=\"http:\/\/www.zgjx.cn\/2022-03\/16\/c_1310516951.htm\">an article<\/a> posted to its official website of the All-China Journalist\u2019s Association (ACJA), the nominally non-governmental organization that plays a key role in training and licensing journalists and cultivating CCP ideals. It tells the story of Yang Yulu (\u6768\u96e8\u9732), a \u201cpost-90s\u201d journalist from <em>Sichuan Worker\u2018s Daily<\/em> (\u56db\u5ddd\u5de5\u4eba\u65e5\u62a5\u793e) who talks about the aspirations she had through her formative school years to become a contributing member of the CCP and its youth institutions.<\/p>\n\n\n\n<p>The piece, promoted through ACJA\u2019s official WeChat account as part of a series on Party journalists that closely involves their media organizations, begins with call in verse form for youth to \u201clive up to the times\u201d and heed the call of Xi Jinping:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p><em>Let us listen<br>as a post-90s journalist<br>recalls joining the Party<br>telling the story of her journey<br>sharing her feelings of growth.<br>Let us respond to the call of the General Secretary,<br>melding our youthful struggle with the cause of the Party and the people.<br>Live up to the times, live up to your youth.<\/em><\/p><\/blockquote>\n\n\n\n<p>Yang Lulu then describes the process of CCP involvement in her university years. In her freshman year, she \u201cactively submitted an application to the Party organization and reported my thoughts regularly.\u201d She was serving as the editorial director of the school radio station as a sophomore when she learned that she had been identified as \u201can applicant for Party membership\u201d (\u5165\u515a\u79ef\u6781\u5206\u5b50) \u2013 meaning that she had been formally slated for the entry process by the university&#8217;s youth league chapter. <\/p>\n\n\n\n<p>\u201cWhen I heard that news, I was so excited that I jumped and jumped in my dorm room, almost scaring my roommates,\u201d Yang told the ACJA.<\/p>\n\n\n\n<p>Yang continued to take Party classes and participate in various Party activities on campus. She strived to learn more about the CCP, she said, and how &#8220;difficult it was for it to come all this way.&#8221; She worked to understand the Party&#8217;s mission of serving the people with one&#8217;s whole heart and whole consciousness. &#8220;During this time,&#8221; said Yang, &#8220;I began to feel what a proud thing it was to be a full-fledged member of the Party.&#8221;<\/p>\n\n\n\n<p>Just before graduation, Yang was able at last to become a full-fledged member of the CCP, fulfilling her long-time dream.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><div class=\"container-image-overlay\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/chinamediaproject.org\/wp-content\/uploads\/2022\/03\/90s-journo.jpg\" alt=\"\" class=\"wp-image-50611\" width=\"644\" height=\"417\" srcset=\"https:\/\/chinamediaproject.org\/wp-content\/uploads\/2022\/03\/90s-journo.jpg 514w, https:\/\/chinamediaproject.org\/wp-content\/uploads\/2022\/03\/90s-journo-300x194.jpg 300w\" sizes=\"(max-width: 644px) 100vw, 644px\" \/><\/div><figcaption>The promotional poster for the ACJA series on Party journalists: \u201cParty Membership Stories of Post-90s Journalists.\u201d<\/figcaption><\/figure><\/div>\n\n\n\n<p>Yang\u2019s first job was to work for China Tibet Broadcasting (\u897f\u85cf\u4eba\u6c11\u5e7f\u64ad\u7535\u53f0), or CTA, the Party\u2019s official radio station in Tibet, where she reported from remote areas like Shigatse, on the border of Nepal, and Nyingchi, which borders India and Myanmar.<\/p>\n\n\n\n<p>As Yang describes her work to the ACJA, her framing of the news is suitably evident. Working in remote highland areas she would witness the lives of the people, and how they had access to water, electricity and broadband. \u201cFrom the cadres stationed in the village,\u201d she said, \u201cI learned that all these are because of the good policies of the Party and the state.\u201d<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><div class=\"container-image-overlay\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/chinamediaproject.org\/wp-content\/uploads\/2022\/03\/YAng-Lulu-poster.jpg\" alt=\"\" class=\"wp-image-50612\" width=\"578\" height=\"385\" srcset=\"https:\/\/chinamediaproject.org\/wp-content\/uploads\/2022\/03\/YAng-Lulu-poster.jpg 437w, https:\/\/chinamediaproject.org\/wp-content\/uploads\/2022\/03\/YAng-Lulu-poster-300x200.jpg 300w\" sizes=\"(max-width: 578px) 100vw, 578px\" \/><\/div><figcaption>Image of Yang Yulu at work at <em>Sichuan Worker\u2019s Daily<\/em>, included in the ACJA story.<\/figcaption><\/figure><\/div>\n\n\n\n<p>Yang Lulu later returned to Sichuan, where she is now an editor at the <em>Sichuan Worker\u2018s Daily<\/em>, the official newspaper of the Sichuan chapter of the All-China Federation of Labor Unions (ACFTU), the CCP-led group with which all enterprise unions in China must be affiliated. <\/p>\n\n\n\n<p>By this point, Yang understands that her role as a journalist is to serve the Party, and to ensure that content evinces the Party\u2019s ideals. \u201cDealing with drafts from journalists and correspondents, I have to have a sharp eye,&#8221; she explains, &#8220;actively playing the role of mouthpiece, ensuring that the trade union adheres to the leadership of the Party.&#8221;<\/p>\n\n\n\n<p>Yang Lulu\u2019s story at ACJA is by no means an isolated example. Since May 2021, the organization has regularly published articles featuring journalists from different government-owned news outlets as part of its \u201cParty Membership Stories of Post-90s Journalists\u201d series. Though all of these stories are unique, they center on the common themes of rural revitalization and the battle against the pandemic, all of the media workers describing the Party\u2019s commitment to these goals as key motivations for joining the CCP.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><div class=\"container-image-overlay\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/chinamediaproject.org\/wp-content\/uploads\/2022\/03\/journos-entering-the-party-BORDER-1-1024x912.jpg\" alt=\"\" class=\"wp-image-50615\" width=\"684\" height=\"609\" srcset=\"https:\/\/chinamediaproject.org\/wp-content\/uploads\/2022\/03\/journos-entering-the-party-BORDER-1-1024x912.jpg 1024w, https:\/\/chinamediaproject.org\/wp-content\/uploads\/2022\/03\/journos-entering-the-party-BORDER-1-300x267.jpg 300w, https:\/\/chinamediaproject.org\/wp-content\/uploads\/2022\/03\/journos-entering-the-party-BORDER-1-768x684.jpg 768w, https:\/\/chinamediaproject.org\/wp-content\/uploads\/2022\/03\/journos-entering-the-party-BORDER-1.jpg 1536w\" sizes=\"(max-width: 684px) 100vw, 684px\" \/><\/div><figcaption>Google search results showing numerous stories on the theme of post-90s Party journalists since May 2021.<\/figcaption><\/figure><\/div>\n\n\n\n<p>The clear goal of the feature series is to uphold individual journalists for Party-run media as exemplars of CCP journalism ideals, dedicated to the primary work of the Chinese journalist \u2013 which for the CCP is to achieve \u201cpublic opinion guidance,\u201d or the alignment of public views on policies with the goals of the leadership. &nbsp;<\/p>\n\n\n\n<p>An <a href=\"https:\/\/www.nppa.gov.cn\/nppa\/contents\/279\/99411.shtml\">updated set<\/a> of provisions released in November last year by the National Press and Publication Administration (NPPA), which regulates the issuing of the formal press cards (\u8bb0\u8005\u8bc1) required for work as a journalist in China, mandated 90 hours of training every year for \u201ccontinued education.\u201d Required training courses focus, according to <a href=\"https:\/\/www.nppa.gov.cn\/nppa\/upload\/files\/2021\/10\/838a4e566f0374ca.pdf\">the provision<\/a>, on the Party&#8217;s mission in doing journalism (essentially carrying out \u201cguidance\u201d), and in-depth education on the \u201cMarxist view of journalism\u201d (\u9a6c\u514b\u601d\u4e3b\u4e49\u65b0\u95fb\u89c2).<\/p>\n\n\n\n<p>In light of more immediate political priorities, with the 20<sup>th<\/sup> National Congress of the CCP to be held toward the end of this year, the provisions also specified that journalists should be educated in the so-called \u201c442 formula,\u201d another formulation meant to consolidate Xi Jinping\u2019s personal power as the leader of the CCP. The formula comprises the \u201cFour Consciousnesses\u201d (\u56db\u4e2a\u610f\u8bc6), \u201cFour Confidences\u201d (\u56db\u4e2a\u81ea\u4fe1) and \u201cTwo Protections\u201d (\u4e24\u4e2a\u7ef4\u62a4). The first of these terms refers to the need to 1) maintain political integrity, 2) think in big-picture terms, 3) uphold the leadership core (in other words, Xi Jinping), and 4) keep in alignment with the CCP\u2019s central leadership.<\/p>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Xi Jinping emphasized six years ago that media &#8220;must be surnamed Party,&#8221; and journalists must love and serve the CCP.
