{"id":50564,"date":"2022-03-18T05:28:26","date_gmt":"2022-03-18T04:28:26","guid":{"rendered":"https:\/\/chinamediaproject.org\/?p=50564"},"modified":"2022-03-18T05:28:58","modified_gmt":"2022-03-18T04:28:58","slug":"china-doubles-down-on-us-bioweapons","status":"publish","type":"post","link":"https:\/\/chinamediaproject.org\/2022\/03\/18\/china-doubles-down-on-us-bioweapons\/","title":{"rendered":"Doubling Down on US Bioweapons"},"content":{"rendered":"\n<p>Chinese President Xi Jinping and US President Joe Biden will speak this evening in what the White House <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2022\/03\/17\/statement-by-press-secretary-jen-psaki-on-president-bidens-call-with-president-xi-jinping-of-the-peoples-republic-of-china\/\">has called<\/a> \u201congoing efforts to maintain open lines of communication between the United States and the PRC.\u201d Biden is <a href=\"https:\/\/www.wsj.com\/articles\/xi-and-biden-prepare-to-talk-as-u-s-china-distrust-mounts-11647549209\">expected<\/a> to send a clear message to Xi that China would face serious consequences should it choose to provide material support for Russia in its war on Ukraine.<\/p>\n\n\n\n<p>The planned call is front-page news in today\u2019s <em>People\u2019s Daily<\/em>, the Chinese Communist Party\u2019s flagship newspaper. But the missive gives little away of China\u2019s position or intentions, saying only that \u201cthe two sides will exchange opinions on questions of mutual concern.\u201d<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><div class=\"container-image-overlay\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/chinamediaproject.org\/wp-content\/uploads\/2022\/03\/PD-pg-1-March-18-2022-903x1024.jpg\" alt=\"\" class=\"wp-image-50565\" width=\"625\" height=\"708\" srcset=\"https:\/\/chinamediaproject.org\/wp-content\/uploads\/2022\/03\/PD-pg-1-March-18-2022-903x1024.jpg 903w, https:\/\/chinamediaproject.org\/wp-content\/uploads\/2022\/03\/PD-pg-1-March-18-2022-265x300.jpg 265w, https:\/\/chinamediaproject.org\/wp-content\/uploads\/2022\/03\/PD-pg-1-March-18-2022-768x871.jpg 768w, https:\/\/chinamediaproject.org\/wp-content\/uploads\/2022\/03\/PD-pg-1-March-18-2022.jpg 988w\" sizes=\"(max-width: 625px) 100vw, 625px\" \/><\/div><figcaption>China&#8217;s announcement of the Xi-Biden call is placed just right of the masthead in today&#8217;s <em>People&#8217;s Daily<\/em>. <\/figcaption><\/figure><\/div>\n\n\n\n<p>But while the US has continued its focus this week on exerting pressure on Putin and isolating him internationally, China has insistently sought to shift the focus to the question of US biological weapons labs in Ukraine \u2013 an allegation that has basis only in <a href=\"https:\/\/www.newsweek.com\/us-biological-weapons-ukraine-labs-germ-warfare-1685956\">claims made<\/a> by the Russian Defense Ministry on March 6. The result is a disconcerting rift in priorities that mirrors tensions in the US-China relationship. The US wants to talk about Putin\u2019s actions in Ukraine, and China\u2019s role in either improving or worsening the conflict. China wants to talk about US actions in Ukraine, and to parlay these into a broader international discussion about the corrosive role of the United States.<\/p>\n\n\n\n<p>On Wednesday, Chinese Foreign Ministry Spokesperson Zhao Lijian (\u8d75\u7acb\u575a) <a href=\"https:\/\/www.youtube.com\/watch?v=_kpDmdOsUjk\">again treated<\/a> the Russia claims as credible, stressing that the United States has an obligation to comply with the Biological Weapons Convention (BWC). The US, said Zhao, must &#8220;offer clarifications on issues that the international community cares about.&#8221;<\/p>\n\n\n\n<p>Two official commentaries in the <em>People\u2019s Daily<\/em> this week have hammered hard on claims about US biological weapons programs in Ukraine. Both commentaries are labelled as \u201cZhong Sheng\u201d (\u949f\u58f0), an official pen name used routinely for <a href=\"https:\/\/chinamediaproject.org\/2021\/02\/12\/all-this-talk-of-independence\/\">important pieces<\/a> on international affairs on which the leadership wishes to register its view. (On Tuesday, <a href=\"https:\/\/chinamediaproject.org\/2022\/03\/15\/50501\/\">CMP profiled<\/a> a third \u201cZhong Sheng\u201d piece that attacked the US as a source of disinformation.)<\/p>\n\n\n\n<p>On Wednesday, the <a href=\"http:\/\/cpc.people.com.cn\/n1\/2022\/0316\/c64387-32375788.html\">\u201cZhong Sheng\u201d commentary<\/a>, anticipating Zhao\u2019s remarks, said that the US should \u201cact responsibly and make a full clarification of its global bioweapons activities\u201d in order to \u201craise the level of global biosecurity\u201d (\u751f\u7269\u5b89\u5168). The article\u2019s first line read: \u201cRecently, Russia has exposed the US bioweapons cooperation program in Ukraine, further unveiling the U.S. \u2018bioweapons empire.\u2019\u201d<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><div class=\"container-image-overlay\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/chinamediaproject.org\/wp-content\/uploads\/2022\/03\/PD-pg-15-Zhong-Sheng-724x1024.jpg\" alt=\"\" class=\"wp-image-50566\" width=\"533\" height=\"772\"\/><\/div><figcaption>A &#8220;Zhong Sheng&#8221; commentary on page 15 of the <em>People&#8217;s Daily<\/em> again addresses alleged US bioweapons programs in Ukraine. <\/figcaption><\/figure><\/div>\n\n\n\n<p>Today, ahead of the Xi-Biden talk, \u201cZhong Sheng\u201d follows with <a href=\"http:\/\/paper.people.com.cn\/rmrb\/html\/2022-03\/18\/nw.D110000renmrb_20220318_2-15.htm\">a commentary<\/a> accusing the US of double standards. The piece suggests in its lede that discussions of US \u201cbioweapons activities\u201d (\u751f\u7269\u519b\u4e8b\u6d3b\u52a8) in Ukraine have \u201cheated up.\u201d Obviously, there is no mention of the fact that China has played a decisive role in ensuring that these rumors run red hot.<\/p>\n\n\n\n<p>A partial translation of today\u2019s \u201cZhong Sheng\u201d commentary follows.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Sticking to &#8220;Double Standards&#8221; Will Only Bankrupt US Credibility<\/strong><br>(Zhong Sheng)<br>People&#8217;s Daily<br>March 18, 2022, p. 15<\/h4>\n\n\n\n<p>Recently, discussions about United States bioweapons activities in Ukraine have heated up. Russia has released a series of original documents accusing the US of violating the Biological Weapons Convention. The US first denied [these accusations] and then tried to bite back, a but this response has only further heightened international suspicions about US bioweapons activities.<\/p>\n\n\n\n<p>The US first dismissed the Russian allegations as &#8220;disinformation&#8221; and &#8220;conspiracy theories&#8221; and then alleged that &#8220;the Russians intend to use biological and chemical weapons against Ukraine.&#8221; Finding the situation impossible to muddle through, a group of officials from the White House, the State Department and the Department of Defense took turns in &#8220;saving the day&#8221; by claiming that the US &#8220;has a history of openness and transparency&#8221; and &#8220;fully complies with the Biological Weapons Convention and the Chemical Weapons Convention.&#8221; The US also released so-called &#8220;factual documents&#8221; in an attempt to &#8220;clarify&#8221; its bioweapons activities in Ukraine and around the world. However, the US clarification is full of holes, and even the most basic information about the number of its cooperative laboratories in Ukraine is inconsistent and unconvincing.<\/p>\n\n\n\n<p>. . . . . .<\/p>\n\n\n\n<p>As a member of the international community, the United States has an obligation to abide by international rules and give the world an account of its bioweapons activities.
