Surprises could yet arrive with the release of the <em>Resolution of the Central Committee of the Chinese Communist Party on the Major Achievements and Historical Experiences of the Party\u2019s Hundred-Year Struggle<\/em>, the third resolution on history since the founding of the CCP. But as we await the full resolution, and detailed observations from the many experts picking through the communique, let us run quickly through the essentials.<\/p>\n\n\n\n<p>We do not yet have, in the Communique itself, the shortening of Xi Jinping\u2019s \u201cbanner term,\u201d or <em>qizhiyu<\/em> (\u65d7\u5e1c\u8bed), as the five-character \u201cXi Jinping Thought\u201d (\u4e60\u8fd1\u5e73\u601d\u60f3) from the more ponderous \u201cXi Jinping Thought on Socialism with Chinese Characteristics for a New Era,\u201d a crucial step in the consolidation of his power and legacy. This is something to look out for as the full \u201cResolution\u201d is released, but it is likely in fact that the shortening will be achieved fully at next year\u2019s 20<sup>th<\/sup> National Congress of the CCP, following the pattern set by Mao, whose \u201cMao Zedong Thought\u201d emerged at the 7<sup>th<\/sup> National Congress of the CCP in April-June 1945, following on the heels of the <a href=\"http:\/\/www.qstheory.cn\/dukan\/qs\/2019-01\/01\/c_1123923740.htm\">introduction of the first historical resolution<\/a> during the 7<sup>th<\/sup> Plenum of the 6th Central Committee, concluding in April 1945.<\/p>\n\n\n\n<p>In any case, we can clearly see the laying down of the foundation for this elevation of Xi next year, and his continued leadership of the Party, in the most important passage of the Communique. We offer the <a href=\"https:\/\/news.cgtn.com\/news\/files\/Full-Text-Communique-of-6th-plenary-session-of-19th-CPC-Central-Committee.pdf\">official translation<\/a> with a couple of casual bolded notes on translations that seemed to slightly vary from the original Chinese:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p><em>Comrade Xi Jinping, through <strong>meticulous assessment<\/strong> <strong>[scientific judgement<\/strong>] and deep reflection on a number of major theoretical and practical questions regarding the cause of the Party and the country in the new era, has set forth a series of original new ideas, thoughts, and strategies on national governance revolving around the major questions of our times: what kind of socialism with Chinese characteristics we should uphold and develop in this new era, what kind of great modern socialist country we should build, and what kind of Marxist party exercising long-term governance we should develop, as well as how we should go about achieving these tasks. He is thus the principal founder (\u4e3b\u8981\u521b\u7acb\u8005) of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. This is the Marxism of contemporary China and of the 21st century. It embodies the best of the Chinese culture and ethos in our times and represents <strong>a new breakthrough<\/strong> <strong>[a new leap]<\/strong> in adapting Marxism to the Chinese context. The Party has established Comrade Xi Jinping\u2019s core position on the Party Central Committee (\u6838\u5fc3\u5730\u4f4d) and in the Party as a whole and defined the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. This reflects the common will of the Party, the armed forces, and the Chinese people of all ethnic groups, and is of decisive significance for advancing the cause of the Party and the country in the new era and for driving forward the historic process of national rejuvenation.<\/em><\/p><p><em>\u4e60\u8fd1\u5e73\u540c\u5fd7\u5bf9\u5173\u7cfb\u65b0\u65f6\u4ee3\u515a\u548c\u56fd\u5bb6\u4e8b\u4e1a\u53d1\u5c55\u7684\u4e00\u7cfb\u5217\u91cd\u5927\u7406\u8bba\u548c\u5b9e\u8df5\u95ee\u9898\u8fdb\u884c\u4e86\u6df1\u9083\u601d\u8003\u548c\u79d1\u5b66\u5224\u65ad\uff0c\u5c31\u65b0\u65f6\u4ee3\u575a\u6301\u548c\u53d1\u5c55\u4ec0\u4e48\u6837\u7684\u4e2d\u56fd\u7279\u8272\u793e\u4f1a\u4e3b\u4e49\u3001\u600e\u6837\u575a\u6301\u548c\u53d1\u5c55\u4e2d\u56fd\u7279\u8272\u793e\u4f1a\u4e3b\u4e49\uff0c\u5efa\u8bbe\u4ec0\u4e48\u6837\u7684\u793e\u4f1a\u4e3b\u4e49\u73b0\u4ee3\u5316\u5f3a\u56fd\u3001\u600e\u6837\u5efa\u8bbe\u793e\u4f1a\u4e3b\u4e49\u73b0\u4ee3\u5316\u5f3a\u56fd\uff0c\u5efa\u8bbe\u4ec0\u4e48\u6837\u7684\u957f\u671f\u6267\u653f\u7684\u9a6c\u514b\u601d\u4e3b\u4e49\u653f\u515a\u3001\u600e\u6837\u5efa\u8bbe\u957f\u671f\u6267\u653f\u7684\u9a6c\u514b\u601d\u4e3b\u4e49\u653f\u515a\u7b49\u91cd\u5927\u65f6\u4ee3\u8bfe\u9898\uff0c\u63d0\u51fa\u4e00\u7cfb\u5217\u539f\u521b\u6027\u7684\u6cbb\u56fd\u7406\u653f\u65b0\u7406\u5ff5\u65b0\u601d\u60f3\u65b0\u6218\u7565\uff0c\u662f\u4e60\u8fd1\u5e73\u65b0\u65f6\u4ee3\u4e2d\u56fd\u7279\u8272\u793e\u4f1a\u4e3b\u4e49\u601d\u60f3\u7684\u4e3b\u8981\u521b\u7acb\u8005\u3002\u4e60\u8fd1\u5e73\u65b0\u65f6\u4ee3\u4e2d\u56fd\u7279\u8272\u793e\u4f1a\u4e3b\u4e49\u601d\u60f3\u662f\u5f53\u4ee3\u4e2d\u56fd\u9a6c\u514b\u601d\u4e3b\u4e49\u3001\u4e8c\u5341\u4e00\u4e16\u7eaa\u9a6c\u514b\u601d\u4e3b\u4e49\uff0c\u662f\u4e2d\u534e\u6587\u5316\u548c\u4e2d\u56fd\u7cbe\u795e\u7684\u65f6\u4ee3\u7cbe\u534e\uff0c\u5b9e\u73b0\u4e86\u9a6c\u514b\u601d\u4e3b\u4e49\u4e2d\u56fd\u5316\u65b0\u7684\u98de\u8dc3\u3002\u515a\u786e\u7acb\u4e60\u8fd1\u5e73\u540c\u5fd7\u515a\u4e2d\u592e\u7684\u6838\u5fc3\u3001\u5168\u515a\u7684\u6838\u5fc3\u5730\u4f4d\uff0c\u786e\u7acb\u4e60\u8fd1\u5e73\u65b0\u65f6\u4ee3\u4e2d\u56fd\u7279\u8272\u793e\u4f1a\u4e3b\u4e49\u601d\u60f3\u7684\u6307\u5bfc\u5730\u4f4d\uff0c\u53cd\u6620\u4e86\u5168\u515a\u5168\u519b\u5168\u56fd\u5404\u65cf\u4eba\u6c11\u5171\u540c\u5fc3\u613f\uff0c\u5bf9\u65b0\u65f6\u4ee3\u515a\u548c\u56fd\u5bb6\u4e8b\u4e1a\u53d1\u5c55\u3001\u5bf9\u63a8\u8fdb\u4e2d\u534e\u6c11\u65cf\u4f1f\u5927\u590d\u5174\u5386\u53f2\u8fdb\u7a0b\u5177\u6709\u51b3\u5b9a\u6027\u610f\u4e49\u3002<\/em><\/p><\/blockquote>\n\n\n\n<p>This passage is the culmination within the Communique itself, coming after a rather lukewarm assessment of the contributions of Xi\u2019s predecessors, Jiang Zemin and Hu Jintao. It portrays Xi Jinping as a strong and innovative leader &#8212; the &#8220;principal founder&#8221; (\u4e3b\u8981\u521b\u7acb\u8005) of Xi Jinping Thought . . . . &#8212; who has rewoven the fabric of Chinese governance, and it should be read as an advance notice of two facts: \u201cXi Jinping Thought\u201d will hatch from the egg of \u201cXi Jinping Thought on Socialism with Chinese Characteristics for a New Era\u201d; and Xi Jinping will continue as the unassailable leader of the Party beyond 2022. \u00a0\u00a0<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Communique emerging from this week&#8217;s 6th Plenum is just an appetizer offering a taste of the heftier historical resolution to be expected in coming days.
