{"id":48374,"date":"2021-06-30T18:35:58","date_gmt":"2021-06-30T16:35:58","guid":{"rendered":"https:\/\/chinamediaproject.org\/?p=48374"},"modified":"2021-06-30T22:05:22","modified_gmt":"2021-06-30T20:05:22","slug":"raising-the-banner-high","status":"publish","type":"post","link":"https:\/\/chinamediaproject.org\/2021\/06\/30\/raising-the-banner-high\/","title":{"rendered":"Raise the Banner High"},"content":{"rendered":"\n<p>As the Chinese Communist Party\u2019s official <em>People\u2019s Daily<\/em> newspaper <a href=\"http:\/\/politics.people.com.cn\/n1\/2021\/0630\/c1024-32144334.html\">informs<\/a> the world with great fanfare today, the country\u2019s top leader, Xi Jinping, will be delivering an \u201cimportant speech\u201d (\u91cd\u8981\u8bb2\u8bdd) tomorrow on Tiananmen Square.<\/p>\n\n\n\n<p>Amid the flood of news and speculation about what the festivities will bring, we focus here today on just one key aspect to observe tomorrow as Xi Jinping takes the stage, and as media across China respond, online and offline, to what he has to say. Our question: How will Xi\u2019s banner term, or <em>qizhiyu<\/em> (\u65d7\u5e1c\u8bed), appear in coverage in the Party-state media, and what will that tell us about his present status?<\/p>\n\n\n\n<p>The ultimate goal of Xi and his acolytes, as we have said previously, is to elevate Xi\u2019s 16-character banner term, \u201cXi Jinping Thought on Socialism With Chinese Characteristics for the New Era\u201d (\u4e60\u8fd1\u5e73\u65b0\u65f6\u4ee3\u4e2d\u56fd\u7279\u8272\u793e\u4f1a\u4e3b\u4e49\u601d\u60f3), by abridging it as \u201cXi Jinping Thought\u201d (\u4e60\u8fd1\u5e73\u601d\u60f3) and securing its position across the political and ideological landscape. This has not yet been accomplished, though <a href=\"https:\/\/chinamediaproject.org\/2021\/06\/28\/xis-legal-thought-gets-new-center\/\">abridged permutations<\/a> in various policy areas, such as \u201cXi Jinping Thought on Rule of Law\u201d and \u201cXi Jinping Thought on Diplomacy,\u201d are steps along the path.<\/p>\n\n\n\n<p>As things stand right now, the most common and accepted use of Xi\u2019s banner term, which was added to the Party Charter in 2017, and to the Constitution in 2018, is the lengthy phrase &#8220;Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era&#8221; (\u4ee5\u4e60\u8fd1\u5e73\u65b0\u65f6\u4ee3\u4e2d\u56fd\u7279\u8272\u793e\u4f1a\u4e3b\u4e49\u601d\u60f3\u4e3a\u6307\u5bfc). The pattern here is essentially \u201cwith ________ as the guide\u201d (\u4ee5 ____ \u4e3a\u6307\u5bfc). &nbsp;This presentation of the banner term has been used quite regularly, as can be seen from <a href=\"https:\/\/www.google.com\/search?q=%22%E4%BB%A5%E4%B9%A0%E8%BF%91%E5%B9%B3%E6%96%B0%E6%97%B6%E4%BB%A3%E4%B8%AD%E5%9B%BD%E7%89%B9%E8%89%B2%E7%A4%BE%E4%BC%9A%E4%B8%BB%E4%B9%89%E6%80%9D%E6%83%B3%E4%B8%BA%E6%8C%87%E5%AF%BC%22&amp;oq=%22%E4%BB%A5%E4%B9%A0%E8%BF%91%E5%B9%B3%E6%96%B0%E6%97%B6%E4%BB%A3%E4%B8%AD%E5%9B%BD%E7%89%B9%E8%89%B2%E7%A4%BE%E4%BC%9A%E4%B8%BB%E4%B9%89%E6%80%9D%E6%83%B3%E4%B8%BA%E6%8C%87%E5%AF%BC%22&amp;aqs=chrome..69i57.609j0j4&amp;sourceid=chrome&amp;ie=UTF-8\">this search<\/a>, and is used in central-level media as well as local and regional media. But it does not pack the punch Xi would certainly like.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><div class=\"container-image-overlay\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/chinamediaproject.org\/wp-content\/uploads\/2021\/06\/PD-June-30-page-1-1024x734.png\" alt=\"\" class=\"wp-image-48378\" width=\"697\" height=\"500\" srcset=\"https:\/\/chinamediaproject.org\/wp-content\/uploads\/2021\/06\/PD-June-30-page-1-1024x734.png 1024w, https:\/\/chinamediaproject.org\/wp-content\/uploads\/2021\/06\/PD-June-30-page-1-300x215.png 300w, https:\/\/chinamediaproject.org\/wp-content\/uploads\/2021\/06\/PD-June-30-page-1-768x551.png 768w, https:\/\/chinamediaproject.org\/wp-content\/uploads\/2021\/06\/PD-June-30-page-1.png 1386w\" sizes=\"(max-width: 697px) 100vw, 697px\" \/><\/div><figcaption>The top portion of the front page of today\u2019s <em>People\u2019s Daily<\/em>, the important space to the right of the masthead announcing tomorrow ceremony in Tiananmen Square and Xi\u2019s much-anticipated speech. &nbsp;<\/figcaption><\/figure><\/div>\n\n\n\n<p>A second rather common use of the longer banner term is the phrase &#8220;Implementing Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era&#8221; (\u8d2f\u5f7b\u4e60\u8fd1\u5e73\u65b0\u65f6\u4ee3\u4e2d\u56fd\u7279\u8272\u793e\u4f1a\u4e3b\u4e49\u601d\u60f3), which can be seen in <a href=\"http:\/\/theory.people.com.cn\/n1\/2019\/0827\/c40531-31318713.html\">articles like this one<\/a> from the <em>People\u2019s Daily<\/em>, urging the study and implementation of Xi\u2019s ideas, and in postings from various <a href=\"http:\/\/www.mofcom.gov.cn\/article\/zt_topic19\/\">government ministries<\/a> and <a href=\"http:\/\/news.cctv.com\/2017\/10\/23\/ARTIr02gNfJmZAHIdcpXJLYk171023.shtml?spm=C94212.P7uA5dzmcnXa.S73684.1\">central-level media<\/a>.<\/p>\n\n\n\n<p>Either of these first two versions of Xi\u2019s legacy phrase might readily be seen tomorrow and in the days after, and in a wide range of media. But there is another phrase we should be alert for, one that could have greater implications as Xi turns to legacy formation and solidifying his political position ahead of the 20th National Congress of the CCP, to be held in late 2022. That phrase is the aggrandizing pattern, \u201craising high the great banner of _______\u201d (\u9ad8\u4e3e_____\u4f1f\u5927\u65d7\u5e1c), in Xi\u2019s case giving us the 22-character phrase \u201craising high the great banner of Xi Jinping Thought on Socialism With Chinese Characteristics for the New Era\u201d (\u9ad8\u4e3e\u4e60\u8fd1\u5e73\u65b0\u65f6\u4ee3\u4e2d\u56fd\u7279\u8272\u793e\u4f1a\u4e3b\u4e49\u601d\u60f3\u4f1f\u5927\u65d7\u5e1c).<\/p>\n\n\n\n<p>That may seem like a mouthful, and counter-intuitive considering that Xi \u2018s goal is to go in precisely the other direction, toward the powerfully abridged \u201cXi Jinping Thought.\u201d But there is an important historical precedent here in banners raised high. The original form was of course Mao Zedong, whose \u201cMao Zedong Thought\u201d (the banner term Xi most wishes to emulate) was frequently introduced in this way, as in <a href=\"https:\/\/rmrb.zhouenlai.info\/%E5%91%A8%E6%80%BB%E7%90%86%E4%B8%93%E6%A0%8F\/%E6%A0%87%E9%A2%98%E6%96%B0%E9%97%BB\/1966\/1966-05-07%200355866%20%E8%B0%A2%E8%83%A1%E5%90%8C%E5%BF%97%E5%9C%A8%E5%AE%B4%E4%BC%9A%E4%B8%8A%E8%B5%9E%E6%89%AC%E9%98%BF%E4%B8%AD%E5%B9%B6%E8%82%A9%E4%BF%9D%E5%8D%AB%E5%85%B1%E5%90%8C%E4%BC%9F%E5%A4%A7%E4%BA%8B%E4%B8%9A%20%20%E4%B8%AD%E5%9B%BD%E4%BA%BA%E6%B0%91%E9%AB%98%E4%B8%BE%E6%AF%9B%E6%B3%BD%E4%B8%9C%E6%80%9D%E6%83%B3%E4%BC%9F%E5%A4%A7%E6%97%97%E5%B8%9C%20%20%E5%AF%B9%E4%BA%BA%E7%B1%BB%E5%8E%86%E5%8F%B2%E7%9A%84%E5%8F%91%E5%B1%95%E6%9C%89%E5%86%B3%E5%AE%9A%E6%80%A7%E7%9A%84%E5%BD%B1%E5%93%8D%20%20%E5%91%A8%E6%81%A9%E6%9D%A5%E9%82%93%E5%B0%8F%E5%B9%B3%E7%AD%89%E5%90%8C%E5%BF%97%E5%87%BA%E5%B8%AD%EF%BC%8C%E6%9B%B9%E8%8D%BB%E7%A7%8B...htm\">this article in the <em>People\u2019s Daily<\/em><\/a> right at the start of the Cultural Revolution. The phrase \u201craising high the banner of Mao Zedong Thought\u201d was first used in Party media at the end of 1963, and it was taken up most enthusiastically by the <em>People\u2019s Liberation Army Daily<\/em>, where it was a hot catchphrase in 1964 while remaining rare in the <em>People\u2019s Daily<\/em>.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large\"><div class=\"container-image-overlay\"><img loading=\"lazy\" decoding=\"async\" width=\"474\" height=\"699\" src=\"https:\/\/chinamediaproject.org\/wp-content\/uploads\/2021\/06\/jfjb-image.png\" alt=\"\" class=\"wp-image-48377\" srcset=\"https:\/\/chinamediaproject.org\/wp-content\/uploads\/2021\/06\/jfjb-image.png 474w, https:\/\/chinamediaproject.org\/wp-content\/uploads\/2021\/06\/jfjb-image-203x300.png 203w\" sizes=\"(max-width: 474px) 100vw, 474px\" \/><\/div><figcaption>The phrase \u201craising high the banner of Mao Zedong Thought\u201d appears against a bright red background in the October 1, 1964, edition of the <em>People\u2019s Liberation Army Daily<\/em>.<\/figcaption><\/figure><\/div>\n\n\n\n<p>\u201cDeng Xiaoping Theory\u201d the only other banner term to include the top leader\u2019s name before Xi achieved his own \u201ccrowning\u201d (\u51a0\u540d) in 2017, was also referred to with this pattern from time to time, <a href=\"https:\/\/www.cctv.com\/special\/582\/0\/30369.html\">including by Jiang Zemin<\/a>. But the \u201craising high\u201d pattern has not been applied widely at the most senior levels to the banner terms of either of Xi immediate predecessors, Hu Jintao and Jiang Zemin.<\/p>\n\n\n\n<p>\u201cRaising high\u201d has an unmistakable whiff of supremeness about it, which makes it an excellent extended phrase for local officials to use to signal their loyalty (\u8868\u6001) to Xi Jinping. And the supreme aura of the word also makes it a great candidate for testing the political waters as Xi continues his march toward \u201cXi Jinping Thought.\u201d<\/p>\n\n\n\n<p>Generally speaking, Xi Jinping\u2019s banner term has appeared with the \u201craising high\u201d pattern only at public CCP events at the local and regional level (counties, cities and provinces), often on physical banners strung across meeting halls. Below, for example, is an image of <a href=\"https:\/\/www.sohu.com\/a\/440761175_362042\">the provincial CCP meeting<\/a> held back in December 2020 in Henan province, with a banner over the heads of the delegates to, well, raise high the banner of Xi\u2019s banner.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><div class=\"container-image-overlay\"><img decoding=\"async\" src=\"https:\/\/chinamediaproject.org\/wp-content\/uploads\/2021\/06\/henan-1024x579.jpg\" alt=\"\" class=\"wp-image-48376\" width=\"-16\" height=\"-9\" srcset=\"https:\/\/chinamediaproject.org\/wp-content\/uploads\/2021\/06\/henan-1024x579.jpg 1024w, https:\/\/chinamediaproject.org\/wp-content\/uploads\/2021\/06\/henan-300x170.jpg 300w, https:\/\/chinamediaproject.org\/wp-content\/uploads\/2021\/06\/henan-768x434.jpg 768w, https:\/\/chinamediaproject.org\/wp-content\/uploads\/2021\/06\/henan.jpg 1270w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/div><\/figure><\/div>\n\n\n\n<p>An <a href=\"https:\/\/www.google.com\/search?q=%E5%BC%80%E4%BC%9A+%E2%80%9C%E9%AB%98%E4%B8%BE%E4%B9%A0%E8%BF%91%E5%B9%B3%E6%96%B0%E6%97%B6%E4%BB%A3%E4%B8%AD%E5%9B%BD+%E7%89%B9%E8%89%B2%E7%A4%BE%E4%BC%9A%E4%B8%BB%E4%B9%89%E6%80%9D%E6%83%B3%E2%80%9D&amp;safe=active&amp;source=lnms&amp;tbm=isch&amp;sa=X&amp;ved=2ahUKEwjL56GfpL_xAhW3wAIHHVyrAN0Q_AUoA3oECAEQBQ&amp;biw=1409&amp;bih=652#imgrc=4xXjpizjPigTeM\">image search<\/a> with the full \u201craising high\u201d phrase\u201d and \u201cmeeting\u201d returns quite a broad cross-section of uses in recent months in years, nearly all meetings held at the city and provincial level, or below, either posting the banner at venues or including the full phrase in reports of the meeting.<\/p>\n\n\n\n<p>So far, however, the phrase has not been used at the most senior levels, the closest examples being instances in the <em>People\u2019s Daily<\/em> in which provincial leaders or other less senior officials have paid homage to Xi in the paper\u2019s pages by using the phrase. But there seems to be a clear uptick in use of the phrase in newspapers across the country in June, based on a search of the Qianfang database. While use on a per article basis peaked back in January this year, surpassing 2,000, and fell to nearly 250 for May, the numbers this month are edging back up toward 1,000.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><div class=\"container-image-overlay\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/chinamediaproject.org\/wp-content\/uploads\/2021\/06\/Qianfang-1024x751.png\" alt=\"\" class=\"wp-image-48375\" width=\"656\" height=\"481\" srcset=\"https:\/\/chinamediaproject.org\/wp-content\/uploads\/2021\/06\/Qianfang-1024x751.png 1024w, https:\/\/chinamediaproject.org\/wp-content\/uploads\/2021\/06\/Qianfang-300x220.png 300w, https:\/\/chinamediaproject.org\/wp-content\/uploads\/2021\/06\/Qianfang-768x563.png 768w, https:\/\/chinamediaproject.org\/wp-content\/uploads\/2021\/06\/Qianfang.png 1214w\" sizes=\"(max-width: 656px) 100vw, 656px\" \/><\/div><\/figure><\/div>\n\n\n\n<p>Six days ago, for example, Cui Aimin (\u5d14\u7231\u6c11), Director General of the Consular Department at the Ministry of Foreign Affairs, wrote a piece for the <em>Economic Daily<\/em> in which he used the \u201craising high\u201d phrase. Cui\u2019s article was <a href=\"https:\/\/www.fmprc.gov.cn\/web\/wjbxw_673019\/t1886783.shtml\">re-published by MOFA<\/a> on its website. The phrase also <a href=\"http:\/\/jl.people.com.cn\/n2\/2021\/0629\/c349771-34799100.html\">appeared yesterday<\/a> in <em>Jilin Daily<\/em>, the official mouthpiece of the CCP Committee in Jilin province, as it held a commendation event for the 100<sup>th<\/sup> anniversary.<\/p>\n\n\n\n<p>It is possible, though by no means certain, that we could head into July with a surge in use of the \u201craising high\u201d version of Xi Jinping\u2019s banner term, and this could occur in tandem with greater use of the phrase at the central level. These things, of course, are difficult to foresee. Tomorrow, certainly, Xi Jinping will be riding high as July 1 brings the culmination of propaganda efforts for the year, a peak of triumphalism.
