Seeking\nTruth<\/em>,\nthe Chinese Communist Party\u2019s bi-monthly theoretical journal, rang in the New Year\non January 1<\/a> with a headline piece from the most\nprominent political contributor possible \u2013 none other than General Secretary Xi\nJinping. The article, \u201cWorking Together to Build a Community of Shared Destiny\nfor Mankind\u201d (\u5171\u540c\u6784\u5efa\u4eba\u7c7b\u547d\u8fd0\u5171\u540c\u4f53), was\naddressed to an audience of international diplomats. \u201cLadies, gentlemen and\nfriends,\u201d it began. <\/p>\n\n\n\n

Dealing\nwith the topic of international cooperation at the start of a new year, and\nfollowing a year full of rancor over trade<\/a>, technology<\/a>, Covid-19<\/a> and other\nconcerns, Xi\u2019s article seemed to point toward a more neighborly future. Its publication\nwas apparently big news as well. All of China\u2019s mainstream media \u2013 the word\n\u201cmainstream,\u201d or zhuliu<\/em> (\u4e3b\u6d41),\nreferring in a Chinese context specifically to Party-state media \u2013 reported on the\nGeneral Secretary\u2019s \u201cimportant article\u201d in Seeking Truth<\/em>.<\/p>\n\n\n\n

But those\nwho follow Chinese politics closely could not fail to notice something odd. In\nfact, Xi\u2019s article in Seeking Truth<\/em>, speaking so hopefully of the\nfuture, was a relic from the past. It was a reprinting of the speech he delivered\nfour years earlier<\/a>, on January 18, 2017, at the United Nations\nheadquarters in Geneva. <\/p>\n\n\n\n

Xi\nJinping\u2019s January 1 article clues us in to an important and interesting change\nthat has unfolded at Seeking Truth<\/em> over the past two years \u2013 the\napotheosis of Xi himself within a core Party journal as a reflection of his\nparamount status. <\/p>\n\n\n\n

Xi on Repeat<\/strong><\/p>\n\n\n\n

Looking\ncloser at Xi Jinping\u2019s headline appearances in Seeking Truth<\/em>, we find\nthat from 2013 up to now, the journal has published 68 of his speeches. But\nthis regular arrangement was apparently not formed until the end of 2018,\nbefore which time only about two or three articles per year from Xi had\nappeared in Seeking Truth<\/em>. <\/p>\n\n\n\n

Since the\nstart of 2019, Xi has provided the lead article in every single issue of the\nParty journal, without exception. The following graph plots the total number of\narticles with Xi Jinping\u2019s byline appearing in Seeking Truth<\/em> each year\nsince 2013, his first full year as general secretary. <\/p>\n\n\n\n

These\nnumbers also include one special case, an issue of the journal in which three of\nXi\u2019s speeches appeared back to back, right at the top of the table of contents.\nThis issue was released on September 30, 2020, on the eve of China\u2019s National\nDay. <\/p>\n\n\n\n

None of\nthe National Day articles published in the September 30 issue of Seeking\nTruth<\/em> were drawn from current or recent speeches. All of them, in fact, had\nbeen delivered for the 70th<\/sup> anniversary of the founding of the\nPeople’s Republic of China in 2019, the first two speeches at major\ncommemorative events, the third an address to honor\n\u201coutstanding people\u201d<\/a> (\u6770\u51fa\u4eba\u58eb)\nwho were deemed to have made major contributions to the nation. <\/p>\n\n\n\n

Xi\u2019s\nspeeches do not just appear in the publication as ornamental flourishes, or as\nroutine nods to the leader\u2019s ideas. They are meant to lead and set the tone for\neach issue, placing Xi himself at the center of the Party\u2019s theoretical life. Following\nthe central Xi article at the top of the table of contents are supporting\narticles, usually commentaries selected by the editorial office, that interpret\nthe topic concerned and provide supporting materials. <\/p>\n\n\n\n

The January 1 edition<\/a> of Seeking\nTruth<\/em>, for example, deals chiefly with China\u2019s international role,\ncentering on the Xi-era foreign policy concept of \u201cbuilding a community of shared\ndestiny for mankind,\u201d or renlei mingyun gongtongti<\/em> (\u4eba\u7c7b\u547d\u8fd0\u5171\u540c\u4f53), which first\nemerged the political report<\/a> to the 18th<\/sup>\nNational Congress of the CCP<\/a> in November 2012,\ndelivered by Hu Jintao but having a strong imprint of Xi\u2019s policy priorities. A\nhint of the phrase appeared in the 2007 political report<\/a> by Hu\nJintao, as the phrase \u201ccommunity of shared destiny\u201d (\u547d\u8fd0\u5171\u540c\u4f53) was used to refer\nto relations between the PRC and Taiwan. Since September 28, 2015, when Xi Jinping\naddressed the United\nNations General Assembly<\/a> (text in Chinese<\/a>) and\nspoke of the need to \u201cforge a new partnership of win-win cooperation and a\ncommunity of shared future for mankind,\u201d the phrase has been central to China\u2019s\ninsistence that in the pursuit of its own development it seeks to promote the common peaceful\ndevelopment<\/a> of all countries.<\/p>\n\n\n\n

However,\nthe Chinese notion of a \u201ccommunity of shared destiny for mankind\u201d has had a mixed reception\nglobally<\/a>, and we can see some signs of this is the question of\nthe translation of the phrase itself. Note that in the English translation of\nthe UN speech above, the phrase appears as \u201ccommunity of shared future<\/strong>,\u201d\navoiding the reference to \u201cdestiny,\u201d or mingyun<\/em> (\u547d\u8fd0), which remains\ncloser to the Chinese original. In fact, earlier references in English to Xi\u2019s\nforeign policy phrases used the word \u201cdestiny,\u201d as when Xi Jinping addressed Indonesia\u2019s\nparliament<\/a> in October 2013. \u201cDestiny\u201d appears again in this December 2013\nspeech<\/a> by Chinese Foreign Minister Wang Yi. <\/p>\n\n\n\n

But perhaps\nsometime after Xi Jinping\u2019s speech\nto UNESCO in March 2014<\/a>, Chinese officials seemed to\nunderstand from their interactions internationally that the notion of \u201cdestiny\u201d\nmight invoke ideas of expansionism and fascism (such as, for example, Hitler\u2019s\nnotions of \u201cshared destiny<\/a>,\u201d and common myth<\/a>.) The\nphrase in English persisted through the latter half of that year and into 2015,\nas in Premier Li Keqiang\u2019s\nreference to relations with Malaysia<\/a>. It was apparently\nnot until Xi addressed the UN<\/a> in\nSeptember 2015 that \u201cfuture\u201d finally made its debut as the preferred translation.\n<\/p>\n\n\n\n

In the\nJanuary 1, 2021, issue of Seeking Truth<\/em>, Xi\u2019s 2017 Geneva speech is\nmeant to inspire a deeper elaboration of the \u201ccommunity of shared destiny\u201d as\nthe core of China\u2019s foreign policy, now under the flying banner of \u201cXi Jinping\nThought on Diplomacy\u201d (\u4e60\u8fd1\u5e73\u5916\u4ea4\u601d\u60f3). Xi\u2019s \u201carticle\u201d is followed by a contribution from the\njournal\u2019s editorial office<\/a> on the \u201cChina plan\u201d (\u4e2d\u56fd\u65b9\u6848) as a means of\nbreaking through the world\u2019s problems and challenges, and another<\/a> from Yang Jiechi<\/a>, a\nPolitburo member who chairs the Central Commission for Foreign Affairs. <\/p>\n\n\n\n

Similarly,\na May 2020 issue of Seeking Truth<\/em> ran as a signature article<\/a> a 2019\nspeech called \u201cConcerning the Problem of Addressing Weaknesses in Building a\nModerately Prosperous Society,\u201d chosen to underscore the CCP goal of achieving\na so-called moderately prosperous society during the first half\nof 2021<\/a>. This was followed by an editorial office\narticle<\/a> called \u201cRunning the \u2018Last Mile\u2019 Toward Full Building of\na Moderately Prosperous Society,\u201d which summarized the main points of Xi\u2019s\nspeech and addressed related trends in 2020. <\/p>\n\n\n\n

Seeking\nPromotion<\/strong><\/p>\n\n\n\n

Xi\nJinping\u2019s contributions as Seeking Truth\u2019s<\/em> headline columnist are also\ntreated, as previously mentioned, as major official news events. On each day\nthat corresponds to the release of a new issue of the journal, the People\u2019s\nDaily<\/em> generally highlights the general secretary\u2019s \u201cimportant article\u201d on its\nfront page, in a prominent position. The front page below, from the January 2,\n2021, edition of the People\u2019s Daily<\/em>, shows Xi\u2019s article just below the\nmasthead. The headline reads: \u201c\u2019Seeking Truth\u2019 Journal Issues Important Article\nby General Secretary Xi: Working Together to Build a Community of Shared\nDestiny for Mankind.\u201d<\/p>\n\n\n\n

As Xi has\ncome to dominate Seeking Truth<\/em>, appearances by other members of the\nPolitburo Standing Committee (PSC) have occurred less frequently \u2013 a trend at\nodds with what we could observe in the Hu Jintao era.<\/p>\n\n\n\n

In the\nperiod from 2003 to 2012, Hu Jintao speeches published as articles in Seeking\nTruth<\/em> each year were consistently four or less, making for a total of just\n24, less than half that of Xi Jinping in just eight years. In Hu\u2019s time, a top\nspot was always reserved in the first issue each year for a speech by Hu\nJintao, and from 2013 Xi Jinping initially kept to this tradition. But aside\nfrom Hu, other PSC members at that time could be readily seen in the pages of\nthe journal \u2013 including Wu Bangguo, Wen Jiabao, Jia Qinglin, Li Changchun, and\nso on.<\/p>\n\n\n\n

Going back\nto the Jiang Zemin era, Jiang\u2019s own appearances in Seeking Truth<\/em> are\nsimilar in frequency to Hu Jintao. The difference is that there appears to be\nno rule or regularity to Jiang\u2019s articles. In many cases, they are associated\nwith major events, and in that sense they are tied more closely to the news\ncycle. <\/p>\n\n\n\n

Of the two\nJiang speeches that appeared in the journal in 1999, for example, the first\ndeals with the NATO bombing of the\nChinese embassy in Belgrade<\/a>, Yugoslavia, and the other addresses\nthe 50th<\/sup> anniversary of the founding of the PRC.<\/p>\n\n\n\n

There was\nonly one case when two Jiang Zemin speeches appeared in a single issue. This\nwas in 1997, and both dealt with Hong Kong\u2019s return to China on July 1 of that\nyear \u2013 both speeches having been delivered on the same day in Beijing and Hong\nKong, and both printed the next day in the People\u2019s Daily<\/em>.<\/p>\n\n\n\n

There is\nno doubt that no top leader in modern China since Mao Zedong has had his\nthoughts and theories as strongly publicized as Xi Jinping. And a look at the\nfrequency of top-leader contributions to Seeking Truth<\/em> is a strong\nvisual illustration of this fact. <\/p>\n\n\n\n

Even as the COVID-19 pandemic has impacted economic development in China, it has not upset the continued consolidation of Xi\u2019s status as the absolute center of an increasingly centralized system. <\/p>\n\n\n\n
