Chief among these are the themes of eliminating poverty and achieving a so-called \u201call-round moderately prosperous\u201d society \u2013 <a href=\"http:\/\/www.china.org.cn\/opinion\/2020-01\/21\/content_75636612.htm\">2020 having been designated back in 2013<\/a>, at the start of Xi Jinping\u2019s rule, as the year China would achieve both. <strong>[Image Above:<\/strong> An online poster in Party-run media advertises China&#8217;s &#8220;decisive war against poverty.&#8221;<strong>]<\/strong><\/p>\n\n\n<p>As CMP co-director <a href=\"https:\/\/chinamediaproject.org\/2020\/02\/24\/what-ails-the-peoples-daily\/\">Qian Gang wrote back in February<\/a>, the <em>People\u2019s Daily <\/em>stuck stubbornly to these pre-established propaganda themes through much of January, even as the spread of the coronavirus was of most immediate concern. By February and March, however, the epidemic had finally come to be reported more prominently in the Party\u2019s flagship newspaper. <\/p>\n\n\n<p>On the front page of today\u2019s <em>People\u2019s Daily<\/em>,\nthe top three items all deal in some way with the war on poverty. <\/p>\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><div class=\"container-image-overlay\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/chinamediaproject.org\/wp-content\/uploads\/2020\/04\/PD-April-27-725x1024.png\" alt=\"\" class=\"wp-image-45728\" width=\"527\" height=\"744\"\/><\/div><\/figure><\/div>\n\n\n<p><a href=\"http:\/\/paper.people.com.cn\/rmrb\/html\/2020-04\/27\/nw.D110000renmrb_20200427_2-01.htm\">The first<\/a>, placed directly under the masthead, is part of a series of community profiles in the \u201cdecisive war against poverty.\u201d It talks about policies implemented in a poor county in Ningxia, and ends with the determined words of a local official: &#8220;Working together to overcome difficulties, we will not relax our efforts in overcoming poverty.&#8221;<\/p>\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><div class=\"container-image-overlay\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/chinamediaproject.org\/wp-content\/uploads\/2020\/04\/profile-662x1024.png\" alt=\"\" class=\"wp-image-45730\" width=\"517\" height=\"800\"\/><\/div><\/figure><\/div>\n\n\n<p>Right beside this profile, text accompanying the main image on the front page is about the creation in one township in Jiangsu province of a nursery devoted to the selection and cultivation of seedlings. The text claims that the project, undertaken \u201cin order to win the battle of poverty alleviation,\u201d has \u201cbrought more than 50 low-income rural households out of poverty.&#8221;<\/p>\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><div class=\"container-image-overlay\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/chinamediaproject.org\/wp-content\/uploads\/2020\/04\/nursery.jpg\" alt=\"\" class=\"wp-image-45729\" width=\"526\" height=\"294\"\/><\/div><\/figure><\/div>\n\n\n<p>The article\nimmediately to the right of the masthead is a report on Xi Jinping\u2019s <a href=\"https:\/\/news.cgtn.com\/news\/2020-04-23\/Xi-Jinping-in-Shaanxi-Anti-poverty-drive-amid-COVID-19-PVvK7Rc7Ze\/index.html\">recent\ntrip to Shaanxi province<\/a>, planned as part of the 2020 propaganda push on\nanti-poverty goals. While there is some suggestion that the global COVID-19\nepidemic is a downward pressure on growth objectives, the determination to stay\non theme is unchanged. The report concludes: <\/p>\n\n\n<p><em>No\nmatter how the external environment changes, it will not stop China from\ncontinuing to move forward. We must comprehensively implement the Central\nCommittee\u2019s decisions and deployments, adhere to the overall tone of steady\nprogress, adhere to new development concepts, strive to overcome the adverse\neffects of the coronavirus epidemic, and strive to achieve higher quality, more\nefficient, fairer and more sustainable development, ensuring completion of the\ndecisive battle and the goal of overcoming poverty, and building an all-round\nmoderately prosperous society.<\/em><\/p>\n\n\n<p>The report at the\nbottom right of the front page deals with Wang Yang\u2019s inspection tour of Yunnan\nand Guizhou provinces. Coverage again stays with the central theme: \u201cWang Yang,\nmember of the Politburo Standing Committee of the CCP and chairman of the\nNational Committee of the Chinese People&#8217;s Political Consultative Conference,\nrecently investigated poverty alleviation efforts in Yunnan and Guizhou.\u201d<\/p>\n\n\n<p>There is much talk,\neven in the headline of the Wang Yang report, of the importance of \u201calleviating\npoverty as scheduled\u201d (<a href=\"http:\/\/www.xinhuanet.com\/fortune\/2020-04\/27\/c_1125912520.htm\">\u5982\u671f\u8131\u8d2b<\/a>), suggesting\nthat the leadership\u2019s \u201cdecisive victory\u201d in the war on poverty is a goal that\ncannot be compromised, even in the face of a sharp economic downturn and an\nongoing global pandemic. Even those articles on the front page that appear to deal more directly with\nthe coronavirus epidemic are cast in the mold of the anti-poverty campaign. <\/p>\n\n\n<p>Directly below the series profile under the masthead\nis an editorial by \u201cthis newspaper\u2019s commentator,\u201d signaling that it was\nwritten by the paper\u2019s editors. Called, \u201c<a href=\"http:\/\/paper.people.com.cn\/rmrb\/html\/2020-04\/27\/nw.D110000renmrb_20200427_5-01.htm\">People\nFirst, Life First<\/a>,\u201d the editorial is advertised as \u201cthe second thought on our\ngreat deeds in the fight against epidemic disease.\u201d Emphasizing the \u201cheroism\u201d\nof the people as they stand with the CCP, the piece speaks of the \u201cgreat efforts\nChina has made in the struggle against the coronavirus,\u201d but ultimately circles\nback to the theme of anti-poverty: \u201cInsisting on the principle that everything is\nfor the people and relies on the people, we will work together to overcome difficulties,\nensuring completion of the decisive battle to overcome poverty, and building an\nall-round moderately prosperous society.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Spring has arrived in the People\u2019s Daily, and the 2020 propaganda themes leaders had originally envisioned to dominate starting back in January are now in full bloom, having survived the frost of the coronavirus epidemic.
