Or so claims China&#8217;s broadcast regulator in an action announced earlier this week, demanding that two of the country&#8217;s most popular media platforms, live-streaming app Kuaishou (\u5feb\u624b) and Jinri Toutiao (\u4eca\u65e5\u5934\u6761), a news aggregator, put a freeze on video uploading services for new account holders and be subjected to a purge of existing programs.<br \/>\nIn a <a href=\"http:\/\/www.sapprft.gov.cn\/sapprft\/contents\/6582\/363639.shtml\">notice posted to its official website<\/a> and WeChat account on Wednesday, the\u00a0State Administration of Press, Publication, Radio, Film, and Television (SAPPRFT) &#8212; which is due to be dissolved into a new National Radio and Television Administration under <a href=\"https:\/\/chinamediaproject.org\/2018\/03\/22\/when-reform-means-tighter-controls\/\">an institutional restructuring plan revealed last mont<\/a>h &#8212; said it was prioritizing action against the platforms to respond to &#8220;fierce attention in public opinion from society about programming at the Jinri Toutiao and Kuaishou sites that violated social morals.&#8221;<br \/>\nBoth services, in fact, were the <a href=\"http:\/\/www.chinanews.com\/cj\/2018\/03-31\/8480386.shtml\">target of criticism in Chinese state media<\/a> in the days leading up to the SAPPRFT announcement for such issues as false and misleading advertising, and China Central Television&#8217;s &#8220;Economics Half-Hour&#8221; (\u7ecf\u6d4e\u534a\u5c0f\u65f6) program <a href=\"http:\/\/newsxmwb.xinmin.cn\/chengsh\/2018\/04\/02\/31374598.html\">ran a special report on alleged violations at Jinri Toutiao<\/a>. The action announced Wednesday, in other words, has been building for some time.<br \/>\nAccording to the SAPPRFT notice, Jinri Toutiao and Kuaishou will be subject to the following &#8220;rectification measures&#8221; (\u6574\u6539\u63aa\u65bd):<\/p>\n<ol>\n<li>Comprehensive inspection of existing stored programs, with immediate pulling offline of indecent (\u4f4e\u4fd7), violent (\u66b4), bloody (\u8840\u8165), pornographic (\u8272\u60c5) or otherwise harmful (\u6709\u5bb3) programs.<\/li>\n<li>Ceasing of all new accounts with video uploading functions, and comprehensive review of all existing accounts. Suspension of uploading functions or indefinite blocking of all accounts that have uploaded harmful or illegal programming.<\/li>\n<li>Investigation of the responsibility [liability] of website reviewers and managers in cases of broadcasting of content that it illegal.<\/li>\n<li>The uploading of vidoe programming must immediately be reduced to a scale fitting to the capacity of review and management (\u7f51\u7ad9\u5ba1\u6838\u7ba1\u7406\u529b\u91cf\u76f8\u5339\u914d\u7684\u89c4\u6a21), ensuring that no programs are broadcast that have not been reviewed.<\/li>\n<\/ol>\n<p>More information about the move by SAPPRFT is available at <a href=\"https:\/\/www.caixinglobal.com\/2018-04-05\/online-media-giant-bans-new-users-from-uploading-clips-101231084.html\">Caixin Global<\/a>\u00a0and\u00a0<a href=\"http:\/\/www.scmp.com\/tech\/apps-gaming\/article\/2140380\/chinese-media-watchdog-orders-toutiao-and-kuaishou-remove\">SCMP.\u00a0<\/a><br \/>\n&nbsp;<br \/>\n&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>When it comes to intensifying controls on online content, the people have once again spoken.
